Honestly, I could see JJJ going after Batman. A vigilante with mass-murdering enemies. The fact that the GCPD has a signal to contact Batman would give him so much fuel. He would go after the police and probably tout reform. I could also see him attacking Arkham Asylum. Batman would be the gift that keeps on giving for JJJ.
While he is doing this, I can also see JJJ trying to cozy up to Bruce Wayne.

Plus how would he even know where Batman is at any time to get photos of him? He can’t just spend all his nights waiting for Batman to show up, he’s a busy guy. Just not practical.

Oh, well you see Bruce is actually good friends with Batman, who tells Bruce where he’s going to be at night and allows him to photograph him in action. Even if it’s at the top of skyscrapers or on rooftops or whatever. Nothing weird or suspicious about that at all.
