I suspect Martin was being ironic. Dune is a LOT of people’s favourite book. It was directly behind LotR for me when I was growing up.
I don’t even know why they picked 2005 for that meme. At that time, most people’s favourite books – LotR and the Harry Potter series – had just been turned into enormously successful, and also, quite good movies. And since then, there have been some more really fantastic adaptations. So what is supposed to have happened? Is this about Percy Jackson fandom?

At the risk of dissecting the frog by explaining the joke, the implication of the first part of the meme is that if you hear in 2005 that Hollywood is considering making a movie of one of your favourite books, it gives you hope – hope that you will indeed get an adaptation and that it will be good. So that’s in line with what you are saying, that movie adaptations of popular books were pretty good in that era.
I don’t know if I fully understand the second part though, as loads of great recent movies have also been adaptations of books, including several that are up for Best Picture at the Oscars this year. Have there been a lot of high-profile flops that were adaptations of well-loved books recently? It doesn’t feel like any more than usual really.
Presumably it was made by the kind of person who declared Dune ruined because Liet-Kynes was a black woman.
