The cartoon is wrong in that it is not French nuclear which powers Germany for the most part, but I think it is true in that we in the EU import a lot of our energy. (Germany isn’t alone in that) I am not sure what explains the discrepancy.

Regarding the 2/hr prisoners in the LA fire department: It was always known that license plates where made in jails. But there is so much more. And the profit from such cheap labor. Lot of money in prison.

Oh, that’s quite easily explained. It’s the difference between energy usage and electricity usage. We don’t really need to import eletricity, and we’re mostly producing that with alternative energies at this point. This is also from wiki:

BUT when it comes to other forms of energy – oil and natural gas and the like – we’re highly reliant on imports.
Which is why it’s important to keep switching cars and heating to electricity, and at the same time build even more wind and solar power generation. We’ll get there though. Or we would if the CDU wasn’t going to take over next month and cripple it all again.
